What it means
The server's CA key (ca*.key in its state directory), the list of removed nodes (revoked), or an agent's node key (peer.key), credential (peer.cred) or trusted CA key (ca.pub) could not be read, created, written or parsed, or its file or directory has permissions that let other users read a secret or write a trust file. Key files must be owned by the process, mode 0600, and hold one line of 64 hex digits; the state directory must not be writable by group or others. A revoked line must be a node name.
The secret is never printed. If the file is damaged and there is a backup, put it back. An agent's files are caches: it ignores a damaged peer.cred or ca.pub and joins again by itself; delete peer.key to get a new node key. A server whose CA key is missing although its store has run refuses to start: put the key back, or start once with --new-ca to make a new CA on purpose (every agent then joins again by itself).
