What it means

The cluster holds as many jobs as it accepts: either the jobs not yet ended have reached their bound, or too many jobs were created in the last 73 hours, the longest an ended job can still be kept. The cause line says which bound and its value. The job was not created.

Wait for jobs to end, or cancel the ones you no longer need (zcube job cancel), and submit again. Ended jobs are removed by age, after at least an hour; nothing here removes them sooner.
