What it means

A step with .network = true in the build file runs with the network (through pasta), so what it produces can depend on what the network returned that day, not only on the build's inputs. zbx still caches such a step like any other, so a rebuild does not fetch again and the result digest stays put until an input changes; the report marks the step "net". A fresh machine with an empty cache can build a different result.

The cause names the steps. To make the build reproducible, pin what the step fetches (a version, or a checksum the command verifies), or fetch it once, outside the build, and list the file as an input.
