What it means

The user's systemd manager could not be reached, so this container has no cgroup scope of its own. It runs, as in M1, but nothing limits or accounts for what it uses, and tools that look for the scope will not find it. The warning names why the manager is out of reach.

"zbx doctor" runs the same probe and prints the fix. A run that asks for a limit does not get this far: it is refused (ZBX-E0307).
