What it means
--publish HOST:CONTAINER makes the container's port reachable at the Mac's own localhost:HOST. zbx listens on that port itself, on the loopback addresses (127.0.0.1 and ::1) unless the option names an address: 0.0.0.0:HOST:CONTAINER listens on every interface, which puts the container on the Mac's network and is never the default.
Another program already listens on the port, or the system refused the listener; the cause says which. The container was not started.
macOS lets a program that is not root listen on a port under 1024 only on every interface, not on 127.0.0.1 alone: --publish 0.0.0.0:80:80 works without root, and exposes the port on the Mac's network.
