What it means

There is one virtual machine per user, owned by one host process that holds a lock file in the VM directory. That lock is held, but the process that holds it does not answer on its control socket: it is starting, hung or stuck. A host that was killed leaves no lock behind, so this is not a stale file.

The cause names the process. If it is hung, end it with kill, and run the command again.
