What it means

Each step's .base is a reference that zbx.lock pins: a tag or a digest reference, with the manifest and tree it resolved to. A build never resolves a tag itself, so a base the lock does not list is refused before anything runs. zbx pull <ref> pulls the image and records it in zbx.lock; commit the lock with the build file so every build of the project uses the same base.
