What it means

State volumes live in $XDG_DATA_HOME/zbx/state, or ~/.local/share/zbx/state when that is not set, beside the store. Either neither variable names an absolute directory, or a directory or file there could not be made, read or written; the cause names the path and what the system said. A full disk and a directory owned by another user are the usual reasons.

Set HOME, or point XDG_DATA_HOME at a directory you own with room.
