What it means

There is no state volume of that name in the state directory ($XDG_DATA_HOME/zbx/state, or ~/.local/share/zbx/state). A volume is made only by the first run that names it with --state, and removed only by zbx state rm, after which zbx state restore brings it back for a week.

zbx state ls lists the volumes, and the trash.
