What it means

The registry answered 429 Too Many Requests. Docker Hub limits anonymous pulls by the address they come from, so machines behind one NAT, and CI runners, share one allowance.

zbx does not retry on its own: a retry inside the limit only uses more of it. When the registry says how long to wait (Retry-After) the message gives it. Try again after that, name a mirror of Docker Hub in ZBX_REGISTRY_MIRRORS (for example mirror.gcr.io), pull from another registry, or reuse an image already in the store (zbx store ls).
