What it means

zbx found the registry's address but the connection failed: it was refused, the network is unreachable, the proxy refused to open a tunnel, or nothing answered within 30 seconds.

zbx honours HTTPS_PROXY and NO_PROXY (and the lower-case spellings). A proxy that is set but not running, or a firewall that blocks the registry, shows up here. The message names the host, the port and the reason; --verbose adds the system error.

A registry on localhost is spoken to in plain HTTP on the port in the reference.
