What it means

This systemd is too old to take one of the limits as a unit property, so zbx writes it to the scope's own cgroup files (memory.max, pids.max, cpu.max). Finding the scope's cgroup or writing the file failed.

The cause names the file and the kernel's reason. The controller may not be delegated to the user: "zbx doctor" shows which are (ZBX-E0103).
