What it means

--memory, --pids and --cpus are enforced by the container's cgroup, which zbx gets from the user's systemd manager. That manager is not reachable, so the limit cannot be enforced, and zbx refuses to run the container as though it were: a limit that is silently ignored is worse than none.

The cause says why the manager is not reachable (see ZBX-E0301 and the codes after it). Fix that, or run without the limit flags: a run with no limits still works without a scope, with a warning (ZBX-W0301).
