What it means

zbx asked the user's systemd manager to start the scope that holds the container, and systemd either refused the request or started a job that did not end well. The cause gives systemd's own error name and message, or the job's result.

Typical reasons: the user manager is shutting down, a property is not accepted by this systemd version, or the user has no cgroup to delegate. "journalctl --user" shows what the manager logged.
