a --mount needs the container to run as root

What it means
The container's root is you: its user namespace maps root to your user id. What it writes through a --mount is therefore yours. Any other user of the container is mapped to an id from your subordinate range, and a file it wrote in your project would belong to an id that is not yours, which you could not then edit or remove. So zbx refuses a --mount when the run's user (the image's user, or --user) is not root, user and group both 0, and makes nothing.
Run the image as root with --user 0, or give the container the directory read-only with --bind.
